Reporting to the Senior Manager, Corporate Safety Investigations, this position is responsible for the design and development of the Corporate Safety Human Factors Program. Key program elements will include the capability to complete Human Factors assessments and analysis for safety reports, investigations and specialized safety audits including LOSA. The Human Factors Manager will develop unique reports to establish a confidential Human Factors report tool and will develop the capability to examine Human Factors linkages across the CSEQ databases including FDA, SIMS and LOSA. The Manager will also provide direct support to Flight Operations with input, guidance and direction concerning Threat and Error Management, Threat Based Briefings, Crew Resource Management and the Flight Operations AQP Program. The Manager will provide expert analysis and assessment concerning investigations and will use lessons learned to develop enhanced tools to minimize safety risks at Air Canada. The Human Factors Program will guide the CSEQ Risk Program to identify critical elements associated with SOP Non-Compliance and other error–related threats. The Manager Human Factors will liaise with Industry,
Partners and Regulatory bodies to ensure continuous improvement of the Air Canada Program. The Manager will represent the Airline at conferences, meetings and workshops as appropriate.

Strategic Planning

Organize, plan and execute a formal confidential Human Factors Program for the Airline. Supported by report inputs and data from FDA, Safety Reports and investigations, develop strategies to address key findings and areas of risk. Review existing CRM, Threat and Error and Risk Program data and recommend improvements, new initiatives and enhancements to reduce operational risk within the operation. Examine the types and frequencies of errors across the Operational Branches and highlight high-risk activities and required mitigations in line with the existing Hazard Registry activities.

Leadership

Provide direct inputs, advice and recommendations to the Vice President Safety concerning the safety of the operation and the effectiveness of corrective actions concerning Human Factors findings. Provide specific guidance regarding LOSA activities, flight safety incidents, hazards, trends and issues and offer guidance and recommendations from the analyses, risk assessment and hazard review work completed. Provide the design, process, procedures, communications vehicles, training and tracking tools required to support a confidential Human Factors Reporting System at Air Canada. Provide safety support, briefings, Human Factors training and safety event review expertise to the Flight Operations Branch as appropriate. Provide direct support to the CSEQ Leadership team and specifically to the Manager Investigations, Manager LOSA and the Manager Operational Safety, to assess and complete Air Safety reports, investigation assessments, risk assessments, and to understand the impact human factors elements have on the Air Canada operation. Employ safety tools and programs to understand events and to develop the capability to predict and avoid future challenges. Act as the primary point of coordination and branch leadership for Operational Branches as the work to address safety issues and challenges.

Activities and key accountabilities including\:

Responsible for conducting human factors analysis for safety reports, safety investigations and safety audits.
Review SIMS reports using human factors risk identification tools. Ensure human factors elements are properly assessed for safety incidents and accidents. Develop and provide statistical reports for identified human factors issues. Provide appropriate mitigation plans for the identified human factors risks. Provide expert Human Factors support for safety investigations and safety programs. Review mitigation plans required by investigation, audits, risk and FDA assessments. Develop comprehensive and logical connections amongst CSEQ safety programs and findings.
Assess and enhance the interoperability of risk tools resident in various safety programs. Establish Human Factors tools and capabilities within CSEQ safety Programs. Assist FDA department to define and establish, as a best practice, the FDM risk matrix. Promote ongoing risk identification work with the CSEQ in order to develop predictive tools if and where possible. Serve as the Corporate Expert regarding training programs for human factors concepts.
Review, assess and recommend changes to Branch human factors training programs. Provide expert training for a robust Human Factors Program with specific focus on risk identification and the use of key industry tools including HFACS and SHEL. Provide guidance, advice and direction to key Branch programs including CRM and Threat and Error Management. Develop a Human Factors training guide to define key program elements and strategies. Responsible for introducing HF coding and creating an HF information database.
Review IATA Accident Classification Task Force (ACTF) / IATA Incident Review Meeting (IRM) information, findings and provide the Manager, Corporate Safety Investigations with appropriate HFACS and HF coding. Incorporate HFACS into risk and audit reports and findings. Provide training and education for the Corporate Safety Investigations and Quality Assurance and Risk teams in order to properly understand and employ human factors tools. Examine human factors-related issues from Industry incident and accidents and ensure the proper categorization of events using HFACS. Ensure specific concerns, issues, failures and weaknesses in current corrective action paths are identified. Ensure specific supervision and organizational oversight issues are identified in order to properly identify all relevant aspects of ongoing operational challenges. Conduct statistical and trend analysis and report to the Manager, Corporate Safety Investigations. Other responsibilities
Attend HF conferences and ensure the latest techniques and best industry practices are considered for integration into the Air Canada program as appropriate. Serve as a member, and/or committee member as tasked, of the aviation HF industry task force. Provide direct assistance to CSEQ senior management for program elements including audits, including Beta, third-party and IOSA audits, and risk and risk assessment activities. Perform other tasks as directed by the Manager Investigations. Remain current with industry trends and lead and/or participate in CSEQ-led reviews of external party accidents and incidents as investigated by a National Investigatory Body. Assist Operational Branches in understanding Human Factors threats and trends and highlight HF considerations and risks in the Air Canada operation. Provide regular support to the Branch Safety Boards including updates on Human Factors issues, findings and recommended practices. Discuss the status of ongoing corrective actions and the status of mitigations, including examining the Branch and Corporate Hazard registries. Support CSEQ Safety Awareness and communication activities through the development of well-written professional contributions for the CSEQ Webpage and safety publications as well as articles and inserts for Branch awareness vehicles, as appropriate. *
